第一章
總
則 第一條
為加強船舶交通管理，保障船舶交通安全，提高船舶交通效率，保護水域環(huán)境，根據《中華人民共和國海上交通安全法》、《中華人民共和國船舶交通管理系統安全監督管理規則》等有關(guān)法律、法規，制定本細則。
第二條
本細則適用于在中華人民共和國日照海事局船舶交通管理系統（以下簡(jiǎn)稱(chēng) VTS 系統）覆蓋區域（以下簡(jiǎn)稱(chēng) VTS 區域）內航行、停泊和作業(yè)的船舶、設施（以下簡(jiǎn)稱(chēng)船舶）及其相關(guān)單位和人員。
第三條
中華人民共和國日照海事局是實(shí)施本細則的主管機關(guān)（以下簡(jiǎn)稱(chēng)主管機關(guān)）。
日照海事局船舶交通管理中心（以下簡(jiǎn)稱(chēng)“VTS 中心”）依據本細則具體實(shí)施 VTS區域內船舶交通管理，提供船舶交通服務(wù)。
第二章
船舶報告 第四條
除軍用船、公務(wù)船、漁船和體育運動(dòng)船舶外，下列船舶在 VTS 區域內航行、停泊和作業(yè)時(shí)，應向 VTS 中心報告：
?。ㄒ唬┩鈬?； （二）500 總噸及以上中國籍船舶； （三）50 米以上客船； （四）載運危險貨物的船舶； （五）操縱能力受到限制的船舶。
第五條 在 VTS 區域內，船舶應向 VTS 中心報告的船舶動(dòng)態(tài)包括船舶拋（起）錨、進(jìn)（出）航道、靠（離、移）泊以及 VTS 中心要求的其他事項。
第六條
船舶在 VTS 區域內發(fā)現助航標志或導航設施異常、有妨礙航行安全的障礙物、漂流物或其他妨礙航行安全的異常情況時(shí)，應立即向 VTS 中心報告。
第七條
船舶在 VTS 區域內發(fā)生或發(fā)現船舶交通事故、污染事故或其他緊急情況時(shí)，應立即通過(guò) VHF 或其他一切有效手段向 VTS 中心報告。
第八條
按公約、法規和管理要求配備 AIS 的船舶應正常開(kāi)啟 AIS 設備，并確保 AIS 信息準確。
第九條
船舶在 VTS 區域內進(jìn)行下列作業(yè)，除應遵守主管機關(guān)有關(guān)規定外，還應在作業(yè)前和結束后，向 VTS 中心報告：
?。ㄒ唬┎饳z主機、舵機、錨機、鍋爐以及其他影響船舶操縱性能的設備； （二）試車(chē)、試航；
（三）錨地并靠作業(yè)；
（四）拖航船舶或船組解系纜作業(yè)；
（五）其他可能影響通航安全的作業(yè)。
第十條
引航員引領(lǐng)船舶，應向 VTS 中心報告登（離）船的船名、時(shí)間、地點(diǎn)、引航員姓名或編號以及所引領(lǐng)船舶的動(dòng)態(tài)。
第三章
船舶交通管理 第十一條
船舶在 VTS 區域內航行、停泊、作業(yè)，應服從 VTS 中心的交通管理。
第十二條
除因特殊情況經(jīng) VTS 中心同意外，引航員引領(lǐng)船舶進(jìn)出港時(shí)，應在規定的地點(diǎn)登（離）船。
第十三條
禁止船舶在航道、港池和其他禁錨區錨泊，緊急情況下錨泊必須立即報告 VTS 中心。
船舶在 VTS 區域內航行時(shí)，應避免穿越航道、錨地。
第十四條
船舶在 VTS 區域內航行時(shí)，應使用安全航速，并遵守以下規定：
?。ㄒ唬┛痛坏贸^(guò) 15 節，其他船舶最高航速不得超過(guò) 12 節； （二）未經(jīng) VTS 中心許可，禁止在港池、航道內實(shí)施追越、調頭。
第十五條 禁止在航道、錨地、港池及其附近區域試車(chē)、試航、測速、校正羅經(jīng)等活動(dòng)。
第十六條
VTS 中心根據通航環(huán)境情況、氣象海況條件、船舶航行計劃和交通流量狀況等對船舶進(jìn)出港實(shí)施交通組織。
第十七條 VTS 中心對船舶進(jìn)出港實(shí)施計劃管理，碼頭所有人、經(jīng)營(yíng)人、有關(guān)代理人應向主管機關(guān)申報船舶計劃。
VTS 中心可根據交通組織的實(shí)際情況調整、變更船舶計劃。
第十八條 VTS區域內出現惡劣天氣和海況、自然災害、應急、水上水下活動(dòng)、演習、軍事活動(dòng)等情況，VTS 中心根據有關(guān)規定可以采取限時(shí)通航、限速通航、繞航、單向通航、禁止通航等海上交通管制措施。
第四章
船舶交通服務(wù) 第十九條 VTS 中心可在必要時(shí)播發(fā)船舶動(dòng)態(tài)、助航標識狀況、水文氣象、航行警（通）告和其他交通安全信息。
應船舶請求，VTS 中心可隨時(shí)提供上述信息。
第二十條 應船舶請求，VTS 中心可為船舶在航行困難或氣象惡劣環(huán)境下，或船舶出現故障或損壞時(shí)，提供助航服務(wù)。
船舶不再需要助航服務(wù)時(shí)，應及時(shí)報告 VTS 中心。
第二十一條 為避免緊迫局面的發(fā)生，VTS 中心可向船舶提出建議、勸告或發(fā)出警告。
第二十二條 VTS 水域內存在 VTS 雷達盲區，船舶在 VTS 雷達盲區內航行時(shí)，應特別謹慎地駕駛。
在 VTS 雷達盲區內，VTS 中心僅應請求向船舶提供信息服務(wù)。
第五章 通信與值守 第二十三條 船舶航行、錨泊和作業(yè)時(shí)，應在 VTS 中心甚高頻無(wú)線(xiàn)電話(huà)工作頻道保持守聽(tīng)，確保與 VTS 中心聯(lián)系暢通。
VTS 中心甚高頻無(wú)線(xiàn)電話(huà)工作頻道：日照管理服務(wù)區為 14 頻道，嵐山管理服務(wù)區是 09 頻道。
第二十四條 船舶、設施及相關(guān)單位和人員應遵守公共通信秩序，不得占用或干擾 VTS 工作頻道。當進(jìn)行海上救助時(shí)，無(wú)關(guān)船舶不得影響遇險救助通信。
第二十五條 船舶應加強對遇險報警設備的管理，一旦發(fā)出誤報警，應及時(shí)采取有效措施消除影響，并立即報告 VTS 中心。
第二十六條 VTS 中心工作語(yǔ)言為漢語(yǔ)普通話(huà)和英語(yǔ)。
第六章
法律責任
第二十七條 對違反本細則的船舶、設施及相關(guān)單位和人員，主管機關(guān)將依據有關(guān)法律、法規給予行政處罰。
第二十八條 本細則的實(shí)施，在任何情況下都不免除船長(cháng)對本船安全航行的責任，也不妨礙引航員和船長(cháng)之間的職責關(guān)系。
第二十九條 為避免危及人命財產(chǎn)或環(huán)境安全的緊急情況發(fā)生，船長(cháng)和引航員在背離本細則有關(guān)條款時(shí)，應及時(shí)報告 VTS 中心。因背離本細則造成人員傷亡、財產(chǎn)損失或海域污染的，依據相關(guān)國際公約或國家法律法規處理。
第七章
附
則 第三十條
本細則下列用語(yǔ)的含義：
?。ㄒ唬?ldquo;日照 VTS 中心”是日照 VTS 系統的運行管理中心，依法對 VTS 區域內的船舶實(shí)施交通管理，提供交通服務(wù)。
?。ǘ?ldquo;日照 VTS 報告線(xiàn)”是指：
1、日照管理服務(wù)區報告線(xiàn)為以下六點(diǎn)連線(xiàn)：
A:35°22′.9N
119°33′.7E； B:35°23′.7N
119°38′.8E; C:35°19′.0N
119°49′.0E; D:35°10′.7N
119°43′.7E； E:35°16′.4N
119°30′.5E; F:35°20′.3N
119°30′.5E。
2、嵐山管理服務(wù)區報告線(xiàn)為以下六點(diǎn)連線(xiàn)：

(三) “VTS 區域”是指日照 VTS 區域，包括：
1、日照管理服務(wù)區，為日照管理服務(wù)區報告線(xiàn)內水域。
2、嵐山管理服務(wù)區，為嵐山管理服務(wù)區報告線(xiàn)內水域。
(四)“VTS 雷達盲區”包括：
1、日照管理服務(wù)區內雷達盲區：以下四點(diǎn)連線(xiàn)內水域（A:35°22′.7N
119°32′.0E；B:35°22′.7N
119°33′.3E；C:35°21′.3N
119°32′.8E；D:35°21′.3N
119°32′.0E）和以下四點(diǎn)連線(xiàn)內水域（A:35°20′.7N
119°31′.8E；B:35°17′.5N
119°31′.8E；C:35°17′.5N
119°30′.5E；D:35°20′.3N
119°30′.5E）。
2、嵐山管理服務(wù)區內雷達盲區：以下四點(diǎn)連線(xiàn)內水域（A:35°10′.5N

第三十一條 本細則自 2019 年 x 月 x 日起施行。2015 年 5 月 15 日以中華人民共和國山東海事局通告 2015 年第 2 號公布的《日照船舶交通管理系統安全監督管理細則》《日照 VTS 用戶(hù)指南》同時(shí)廢止。

引言：本指南旨在向用戶(hù)簡(jiǎn)明介紹日照船舶交通管理系統（以下稱(chēng)日照 VTS 系統）的概況、日照船舶交通管理中心（以下稱(chēng)日照 VTS 中心）有關(guān)船舶交通管理和服務(wù)方面的要求，以保障船舶航行安全，提高交通效率，保護水域環(huán)境，增進(jìn) VTS 中心和用戶(hù)之間的理解和合作。
日照 S VTS 系統的組成：
日照 VTS 中心（35°23′.4N, 119°31′.0E）
東港雷達站（35°21′.3N, 119°33′.0E）
甜水河雷達站（35°06′.7N, 119°21′.6E）
日照 S VTS 系統的主要技術(shù)設備及性能：
雷達監控系統：16 海里作用距離，具有自動(dòng)跟蹤與重放功能。
船舶數據處理系統：船舶數據處理能力 5000 艘次。
VHF 通信系統：24 海里作用距離，具有連續錄音功能。
AIS 系統：24 海里作用距離，具有船舶識別和發(fā)送/接受 AIS 信息功能。
氣象自動(dòng)觀(guān)測系統：全天候實(shí)時(shí)氣象數據監測。
CCTV 監控系統：視頻輔助監控港口作業(yè)和船舶動(dòng)態(tài)。
管理和服務(wù)對象：
1、外國籍船舶； 2、500 總噸及以上中國籍船舶； 3、50 米以上客船； 4、載運危險貨物的船舶； 5、操縱能力受到限制的船舶。

RIZHAO VTS GUIDE FOR USERS
INTRODUCTION: This guide is intended to provide users with a brief introduction on Rizhao vessel traffic service system(hereinafter referred to as Rizhao VTS system ), including the requirements of Rizhao vessel traffic service center(hereinafter referred to as Rizhao VTS Center)about vessel traffic control and services, in order to ensure the safety of navigation, to raise the traffic efficiency, to protect the marine environment, and to promote the understanding and cooperation between users and VTS Center.

航 路 規 則 Route Regulations （一）禁止船舶在航道、港池和其他禁錨區錨泊，緊急情況下錨泊必須立即報告 S VTS 中心。
Anchoring in the channel，basin or the other forbidden anchor area are prohibited. If anchoring in emergency situation, shall report to VTS Center at once. （二）在 S VTS 水域內 , 客船最高航速不得超過(guò) 5 15 節，其他船舶不得超過(guò) 2 12 節。
In the VTS area, all vessels shall proceed with the speed not exceeding 12 knots, except for the passenger vessel, the speed of which should not exceed 15 knots.
( ( 三) )
禁止在航道、錨地、港池及其附近水域試車(chē)、試航、測速、校正羅經(jīng)等活動(dòng)。
Testing main engine, sea trial, speed-test, calibrating magnetic compass are prohibited in the channel, anchorage, basin and adjacent waters. （四）未經(jīng) S VTS 中心許可，禁止船舶在港池和航道內追越、調頭，禁止穿越航道、錨地。
Without approval, overtaking and U-turn are prohibited in the basin and in the channel. Crossing channel and anchorage is prohibited also. （五）進(jìn)出港池的船舶，禁止在防波堤口門(mén)會(huì )遇。
Vessels entering or leaving the basin are prohibited from meeting at the entrance of the breakwater.
?。┯鲇邢铝星樾沃粫r(shí)，禁止船舶進(jìn) 出港或移泊：
1 1 、港口海上風(fēng)力 8 8 級及以上（含陣風(fēng)）；
2 2 、港區能見(jiàn)度低于 5 50 00 米；
3 3 、港區海上涌浪為 3 3 米及以上；
4 4 、其他嚴重影響船舶航行安全的情況。
Vessels are prohibited to enter or leave the port or shift berth in one of the following circumstances:
1. Wind force scale 8 or above;
2. The visibility is less than 500 meters;
3.Sea wave 3 meters or above;
4.Other circumstances that affects vessels’ safety navigation seriously. 超大型油輪、LNG 等特殊船舶進(jìn)出港作業(yè)應滿(mǎn)足有關(guān)安全限定條件。
Inbound and outbound special vessels such as VLCC and LNG should meet the relevant safety conditions.
注意：特殊情況或緊急情況下背離上述規定時(shí)，須征得 VTS 中心的批準。
Attention: In cases of special or emergency situation, approval should be obtained from VTS center before the vessel deviate from the above regulations. 船

1.拆檢主機、舵機、錨機、鍋爐以及其他影響船舶操縱性能的設備； 2.試車(chē)、試航；
3.錨地并靠作業(yè)；
4.拖航船舶或船組解系纜作業(yè)； 5.其他可能影響通航安全的作業(yè) 。
When carrying out the following operations, before operation and after the end of operation, ship and\or person involved should report to VTS center.

強制引航 下列船舶在日照水域航行或移泊應當向日照港引航站申請引航：
1. 外國籍船舶；
2. 依法應當申請引航的中國籍船舶。
